What is CHED UniFAST Tertiary Education Subsidy – TES program

Tertiary Education Subsidy (TES) is a grant-in-aid program established by Republic Act 10931 to assist qualified students with limited financial means, as well as those living and studying in cities and municipalities without public colleges or universities, with their education.

Through the Tertiary Education Subsidy (TES) program, the Commission on Higher Education (CHED) in collaboration with the Unified Student Financial Assistance System for Tertiary Education (UniFAST) provides educational opportunities for deserving Filipino students.

What is UniFAST – Unified Student Financial Assistance System for Tertiary Education

The Unified Financial Assistance System for Tertiary Education Act, or UniFAST — also known as Republic Act No. 10687 — was signed into law in 15 October last year.The Unified Financial Assistance System for Tertiary Education Act, or UniFAST — also known as Republic Act No. 10687 — was signed into law in 15 October last year.

UniFAST reconciles, develops, strengthens, expands, and consolidates all government-funded modalities of Student Financial Assistance Programs (StuFAPs) for tertiary education – and special purpose education assistance – in both public and private institutions into a single organization.

Scholarships, grants-in-aid, student loans, and other specialized kinds of StuFAPs developed by the UniFAST Board are among these modalities.

Tertiary Education Subsidy (TES) Slots 2023

UniFAST has announced an update regarding the CHED-UniFAST Tertiary Education Subsidy (TES) Slots for Fiscal Year 2023 via Memorandum Circular No. 05, series of 2023.

This new policy will accommodate more and more financially-challenged but deserving students taking into consideration the limited budgetary appropriations for UAQTEA programs.

Memorandum Circular No. 5, series of 2023

The Memorandum Circular No. 5, series of 2023, states “To accommodate more financially-challenged and deserving students for the Tertiary Education Subsidy and pursuant to Board Resolutions No. 028 and 029 and consistent with the proposal of COCOPEA, the 50% or the Php 430,016,179.17 of the total Php 860,032,358.35 available Continuing FY 2022 UAQTEA funds is allocated to open new Tertiary Education Subsidy slots of Academic Year 2022-2023 for students in private schools (excluding PNSL)”.

TES Slots for FY 2023

Student Applicants in AY 2021-2022 Private HEIs (excluding PNSL) – Listahanan

For the remaining continuing budget of 2022, priority shall be given to student applicants uploaded in the TES Online Portal during the Academic Year 2021-2022 in Private HEIS ranked based on the latest Listahanan.

The update reads “For the remaining continuing budget of 2022, student applicants in AY 2021-2022 from PHEIs, excluding students in PHEIs in cities or municipalities without State Universities and Colleges and Local Universities and Colleges (PNSL) shall be prioritized by the UniFAST Secretariat using the latest DSWD Listahanan, ranked according to per capita household income”.

Documentary Requirements

Certificate of Enrollment: Qualified students shall be validated using school document (Certificate of Enrollment) in the 2nd semester of AY 2022-2023.

For Continuing Tertiary Education Subsidy Grantees from AY 2020-2021 for FY 2023

TES Slots for Current FY 2023 Budget

Student Applicants in AY 2021-2022 PNSL HEIS

In agreement with the proposal of COCOPEA, UniFAST Secretariat shall prioritize the applicants from Private HEls in cities or municipalities without SUCs or LUCs (PNSL), uploaded in the TES portal in AY 2021-2022.

Priority

Student applicants uploaded in the TES Online Portal during the AY 2021-2022 from Private HEls located in cities and municipalities with no existing SUCs or LUCS (PNSL)

Documentary Requirements

  • 2nd Semester of AY 2022-2023 Certificate of Enrollment
  • Certificate of Residency

Qualified students in PNSL HEIs shall be validated using school documents in the 2nd semester of AY 2022-2023 and a certificate of residency, as required under the rules.

New TES Slots for Current FY 2023 Budget

New TES Slots for AY 2023-2024

Priority

Due to limited available funds, new TES slots for the 1st semester of AY 2023-2024 shall be allocated equally between student applicants form public (SUCs and LUCs) and private HEIs including PNSL. All applicants are cross-matched and ranked using the latest Listahanan.

For the available funds, student applicants shall be ranked by the UniFAST Secretariat using the latest Listahanan ranked according to per capita household income.

  • For new TES Slots AY 2023-2024, please wait for the Call for submission of applications.
  • There is also no walk-in or online application in UniFAST offices for this is coursed through the school where the student is currently enrolled.
