The Overseas Workers Welfare Administration – OWWA is calling in applications from all eligible college students to apply for its scholarship programs. The OWWA recently shared a post on Facebook, announcing the opening of OWWA EDSP AND CMWSP Scholarship for the school year 2025-2026.

OWWA Scholarship 2025
The Overseas Workers Welfare Administration is in charge of making better the life of OFWs in the Philippines. In order to achieve their goal, the OWWA provides scholarship opportunities to the dependent of OFWs.
Following is the list of scholarships provided by OWWA:
- Education for Development Scholarship Program (EDSP)
- Congressional Migrant Workers Scholarship Program (CMWSP)
- OFW Dependent Scholarship Program (ODSP)
- Education and Livelihood Assistance Program for the Dependents of Deceased OFW Members (ELAP)
Currently, EDSP and CMWSP Scholarship programs are open to apply for all incoming freshmen for the school year 2025-2026.
OWWA EDSP Scholarship program
EDSP means Education for Development Scholarship Program. The OWWA EDSP Scholarship is a scholarship grant given to qualifying dependents of OFWs. This grant is given till the completion of their bachelor course (4-5 years).
There are two main scholarship programs under OWWA EDSP Scholarship program, they are as follows:
- EDSP 1 – Open to apply for all New Incoming first-year college students
- EDSP 2 – Open to apply for all 2nd to 5th year college students
Benefits of OWWA EDSP Scholarship
The OWWA EDSP – Education for Development Scholarship Program (EDSP) provides a scholarship grant of ₱60,000.00 per school year.
EDSP is a scholarship grant provided by OWWA for qualifying dependents of OFWs till completion of bachelor course (4-5 years).

Qualifications to apply for OWWA EDSP Scholarship
Following is the list of qualifications required to apply for OWWA EDSP Scholarship 2024:
- The applicant must be Single and below 21 years old
- He or She must be a child of an active OWWA member or sibling of a married but childless active OWWA member
- Applicant must be a Must be Grade 12 Graduating Student and have a GWA of 80% or its equivalent
- He or She must be willing to enroll in Philippines-based colleges / universities
- Must have NO AVAILMENT of any OWWA Scholarship program by other members of the OFW Family.
List of Documentary Requirements
The list of documents required to apply for Education for Development Scholarship Program (EDSP) Scholarship:
- A Birth Certificate or Baptismal
- An OFW Valid Government Issued I.D.
- A School I.D. or any available valid I.D.
- 2×2 ID pictures with white background, name tag and signature of applicant
- Proof of Grades (Grade 11) i.e. Form 137 / Transcript of Records (TOR), Form 138, or Certificate of Grades
- The Certificate of No Marriage (CENOMAR) (For Single OFW whose dependent/applicant is the sibling)

OWWA CMWSP Scholarship
CMWSP means Congressional Migrant Workers Scholarship Program. The OWWA CMWSP Scholarship is a scholarship grant given to qualifying dependents of OFWs until the completion of 4-5 years baccalaureate course.
OWWA CMWSP program is one of the scholarship programs provided by OWWA. PCSO regulates the funding for this program through a replenishable allocation released to and maintained under a separate account by the OWWA Secretariat.
Benefits of CMWSP Scholarship
CMWSP Scholarship provides a financial assistance with a maximum of ₱60,000.00 per school year until the completion of 4-5 years baccalaureate course in any college/universities within the Philippines.
Qualifications to apply for OWWA CMWSP Scholarship
The qualifications required to apply for OWWA Congressional Migrant Workers Scholarship Program (CMWSP) are as follows:
- Applicant must be OFW himself / herself
- Deserving Migrant Workers (active OFWs) who are not more than 45 years old
- He or She must be the child of an OFW or sibling of a single or married but childless OFW who us not more than 21 years old
- Must have an annual family income not more than USD $2,400.00 or P76,000.00
- Must have a GWA of at least 80% or its equivalent with no failing grades
- Must be willing to enroll in any Science and Technology courses in Philippines-based colleges/universities
- The Alternative Learning System passers under the Continuing Education Program – Accreditation and Equivalency (A&E) with an average of at least 85% or its equivalent as certified the DepEd Accredited Schools.
- NO AVAILMENT of any OWWA Scholarship Program by other Members of the OFW Family
Documentary Requirements for CMWSP Scholarship
Below is the list of Documents required to apply for CMWSP Scholarship:
- 2×2 ID pictures
- The OFW Passport I.D.
- Birth Certificate authenticated by the Philippine Statistics Authority (PSA) / Local Civil Registrar (LCR)
- Form 137/ Certified true copy of Form 138/ Transcript of Records (TOR)
- Any Proof of Family Income i.e. (Income Tax Return, Pay Slip, Overseas Employment Contract (OEC), and others as applicable
- Certificate of No Marriage (CENOMAR)
- OFW Declaration of No Child Dependent

The opening date for the OWWA EDSP and CMWSP Scholarship Online Application is November 4, 2024.
The last date to submit online application for OWWA EDSP and CMWSP scholarship programs is November 29, 2024.
